
The Mutual Group announced that Tom Troy will join the company as chief executive officer, effective Jan. 5, 2026.
Troy has over 30 years of experience in the industry with a proven track record of scaling and modernizing businesses through periods of transformation and growth. He joins The Mutual Group from USAA, where he served as chief transformation officer. Before that, Troy was CEO and president of CSAA Insurance Group; executive vice president at Allstate, where he oversaw a multibillion-dollar portfolio of the insurer’s non-Allstate brands including Esurance, Ivantage, Encompass and business insurance; and previously held senior leadership roles at Liberty Mutual and Safeco Insurance.

We are confident that Tom will build on the strong foundation laid by our team.”
Troy succeeds David Charlton, who has been serving as interim CEO since the departure of Tim Fleming in September. Charlton will continue in this role until Troy begins in January of 2026. He will then continue in his position on the Board as part of this transition.
