Donegan assumed the position on Sept. 19, and succeeds Helen Westervelt, who announced her retirement in January of this year. Westervelt remained at NCCI through the end of September to help with the transition.

Donegan and her team are responsible for developing NCCI strategies to secure timely approvals of filing requests and workers’ compensation pricing programs in order to achieve corporate goals relating to loss costs adequacy, cost containment, residual market operating loss, Workers Compensation Insurance Plan filings, and regulatory customer satisfaction.

Most recently, Donegan served as the commissioner at the Vermont Department of Financial Regulation, the state agency that supervises the insurance, captive insurance, banking and securities sectors in Vermont. Her career includes various leadership positions including counsel to the commissioner of insurance in Massachusetts and positions in the private practice of law in Boston and Amsterdam.

She has served on numerous insurance regulatory committees at the National Association of Insurance Commissioners (NAIC) and the International Association of Insurance Supervisors. She was a member of the executive committees of both those organizations and held other committee leadership positions. Donegan is a featured speaker and has written for various publications.
